Mark Hine is Ensigna Construction’s Community Liaison Officer, responsible for managing communication between project teams, residents, building users and key stakeholders. Reporting to Gemma Smythe, Social Value & Bid Manager, Mark supports the delivery of Ensigna’s wider stakeholder engagement and social value commitments across live projects.
With experience working within occupied education, healthcare and residential environments, Mark ensures that works are delivered with minimal disruption and clear, proactive communication. He acts as the primary point of contact for residents and end users, helping to manage expectations, address concerns promptly and maintain positive working relationships throughout the construction programme.

- Coordinating support for vulnerable residents where required
- Supporting delivery and reporting of social value initiatives
Working closely with site management, SHEQ and senior leadership, Mark ensures communication strategies are structured, transparent and aligned with safeguarding and compliance requirements. His approachable and solution-focused manner helps build trust, reduce disruption and support smooth project delivery, reinforcing Ensigna’s reputation for Building Excellence.
