Work Details

Client Name: London Borough of Lewisham
Project Type: Building Refurbishment
Contract Date: 2023
Location: Old Town Hall, Rushey Green, London
Property Types: Listed Building

Scope of Works

The 1932 Art Deco extension to the Town Hall, designed by Bradshaw Gass & Hope and now a Grade II listed building, is undergoing a refurbishment project that includes reconfiguring the reception, workspace, and entrance areas. Key works involve internal and external façade alterations, a new reception desk and office space, glazed sliding entrance doors, and associated structural and mechanical & electrical installations, along with updated signage. Proposed landscape improvements feature new signage boards, entrance canopies, expanded hard landscaping, and the addition of new seating and planting.

The Challenges

The project was carried out in a live, fully operational environment, requiring careful segregation of work areas and a phased approach that included relocating and later reinstating the reception desk. Effective communication with multiple stakeholders was essential, as the building housed various businesses, including an NHS call centre. A feedback system and weekly reports were used to manage expectations, notify about noisy works, and outline access restrictions. To minimize disruption, work was occasionally paused during sensitive periods. A weekend power shutdown revealed a failure in the old electrical switch, prompting the emergency installation of generators, which ensured the building was fully operational by Monday morning.

Results

The project was successfully completed within budget and to a high standard, despite the challenges of working in a live, fully operational environment. Careful planning, phased execution, and effective stakeholder communication ensured minimal disruption to building occupants, including the NHS call centre. Variations were managed efficiently, with timely cost updates, and any unforeseen issues—such as the electrical switch failure—were swiftly resolved to maintain building functionality. The proactive approach and clear communication led to high levels of satisfaction from the client, onsite staff, and internal businesses throughout the project.
